參訪|台電大樓
台電大樓公共藝術計畫,以「與自然來電」為核心,將企業總部從封閉的工程場域,轉化為開放且可參與的城市公共空間。透過風、光、水等再生能源轉譯為藝術裝置,如將強烈的「掀裙風」轉化為發電的《河飄風》,及以回收路燈構成的《日光域》,讓能源成為可被感知的日常經驗。
台電大樓的改造不僅提升都市公共空間品質,也重新連結企業與社區的關係,從供電者走向文化參與者的轉型,讓公共藝術成為社會對話的媒介,邀請觀者在日常中重新理解能源、環境與生活之間的關聯。

The Taipower Building's public art project, centered on the theme "Powered by Nature," transforms the corporate headquarters from a closed engineering site into an open, participatory urban public space. Renewable energy sources such as wind, light, and water are translated into artistic installations — for example, "River Wind," which converts the powerful "skirt-lifting wind" into electricity generation, and "Sunlight Field," composed of recycled streetlights — making energy a perceptible part of everyday experience.

The renovation of the Taipower Building not only enhances the quality of urban public space, but also reconnects the company with the community. Transitioning from a power supplier to a cultural participant, the project turns public art into a medium for social dialogue, inviting visitors to reconsider the relationships between energy, environment, and daily life.

台電如何透過資源整合與專責機制,將分散的藝術設置轉為具規模與影響力的文化行動。以台電大樓改造為起點,打開封閉空間、串連社區,讓藝術融入日常生活,並透過白晝之夜等活動吸引大量民眾參與。進一步推動各地代表性計畫,如高雄「奧拉之城」及金瓜石「點亮十三層」,展現能源議題與文化創意的結合。特別是在十三層計畫中,台電透過長期環境整治與在地溝通,累積居民信任,最終以光藝術重塑文化地景。整體展現公共藝術不僅是美化空間,更是促進社會對話、地方認同與文化記憶的重要媒介。

This session explores how Taipower uses resource integration and dedicated mechanisms to transform scattered art installations into cultural actions of scale and impact. Beginning with the renovation of the Taipower Building, which opened up closed spaces and connected with the surrounding community, art has been woven into everyday life, with events such as "Nuit Blanche" drawing large public participation. Representative projects across Taiwan — including "Aura City" in Kaohsiung and "Lighting Up the Thirteen Floors" in Jinguashi — demonstrate the fusion of energy issues with cultural creativity. The Thirteen Floors project in particular exemplifies how Taipower built community trust through long-term environmental restoration and local communication, ultimately reshaping the cultural landscape through light art. Taken together, these efforts reveal that public art is not merely about beautifying space, but serves as a vital medium for fostering social dialogue, local identity, and cultural memory.
