講座內容 : 

在巨量資料、人工智慧、精準行銷橫行的年代，各家企業無不用盡全力獲取你我個資，

而政府也熱切期望可以一同搭上這波潮流。例如2020年的eID數位身分證，都是希望能更加便利地獲得與使用個資。

政府推行政策的同時，法律層面卻仍停留在上個世紀。

現行掌管換發身分證的各類法律中，對於數位足跡控管、問責機制等部分完全沒有規範，

一旦發生個資濫用，民眾將不易救濟。本場也將討論健保資料庫案凸顯的資料治理問題與修法進度。

In an era shaped by big data, artificial intelligence, and precision marketing, companies go to great lengths to collect our personal data, and the government is keen to follow suit.

A prime example is the 2020 eID Digital ID card, designed to streamline the collection and use of personal information.

However, while the government introduces new policies, legal frameworks remain stuck in the past. Current laws regulating the issuance of identification cards completely overlook the management of digital footprints and lack proper accountability mechanisms.

This lecture will also explore data governance challenges, such as those highlighted by the National Health Insurance database case, and the ongoing progress of legal reforms.
